ConservaNode is an open environmental knowledge graph extracting verifiable regulatory facts
(species, biological groups, habitats/places, conservation statutes, and federal agencies)
from public-domain U.S. Federal Register notices, and wildlife-trade facts (traded goods, origins,
transits, destinations, seizure places) from U.S. Department of Justice press releases.

## Key Guardrails & Data Honesty
- Every document record, fact and citation carries `publication_status` (`preliminary` = machine-extracted,
  not yet verified); facts from a DOJ case also carry `case_stage`. A charge (`CHARGED`) is an allegation.
  Responses that serve data carry a top-level `data_notice` while anything served is preliminary.
- Designed to exclude personal names, organisations and vessels (schema and scrubber); report one and we remove it.
- Zero verbatim text quotes in public outputs: every fact carries a cryptographic proof pointer
  (`document_sha256`, `start_off`, `end_off`, `level`, and official `www.federalregister.gov` URL).
- Explicit evidence levels: `STATED` (sentence co-location <= 150 chars) vs `INFERRED` (document co-occurrence).
- Anti-hairball traversal (ADR-0004): species never link to unrelated species through broad country hubs
  (e.g., 'United States') or high-degree hubs (> 15 species).
